Rapid response capability:A multinational response force – consisting of highly mobile special forces, drone units, satellite systems and defensive high technology – must be ready for action within 24 to 48 hours.
Preventive protection instead of escalation:In foreseeable conflicts, troop movements, air surveillance or maritime presence can be deployed in endangered regions within the framework of international law in order to deter – not provoke – potential aggressors.
