States whose territory is wholly or partially threatened, shelled, or occupied by foreign armed forces may, in principle, become members of the GPP –provided they actively commit to the principles of peaceful conduct, territorial integrity, and multilateral cooperation.
Security integration shall take place in stages, based on actual territorial control and the specific nature of the threat.
